Why you have to accept lead generation terms before running lead ads
Meta requires the owner of your Facebook Page to accept its Lead Ads Terms of Service before any lead form campaign can run, and it only has to be done once.
Why this happens
Lead forms collect personal information, so Meta makes the Page accept a separate legal agreement covering how that data is handled. Until a Page admin accepts it, Meta refuses the campaign at publish or won't let a lead form attach to the ad.
You'll usually see one of these messages:
- "You must accept the Lead Ads Terms of Service"
- "The page has not accepted the lead generation terms of service."
Who this affects
Anyone publishing a Meta lead form campaign for the first time with a given Facebook Page.
Fastest fix
- Ask a Page admin to open the Facebook Page Leads Terms of Service using This Link.
- Have them select the proper facebook page from the dropdown.
- Have them review the terms and accept.
- Wait a few minutes, then publish the campaign again.
Only a Page admin can accept. Advertiser-level, editor-level, and ad-account-only access will not show the option, no matter how much access you have to the ad account. If you're running ads for a client, this is the moment to send them a short request rather than keep retrying.
Acceptance applies to the Page, not to the campaign. Once it's done, every future lead campaign on that Page is covered — you never have to repeat it.
Other causes and fixes
- Accepted, but still blocked: Meta needs a few minutes to propagate the acceptance. Wait, refresh, and publish again before assuming it failed.
- Accepted on the wrong Page: If the client manages several Pages, the admin may have accepted on a different one. Confirm the exact Page name selected in your campaign, then accept on that Page.
- The Page changed ownership: Moving a Page to a new Business Manager or a new owner can reset acceptance. It has to be accepted again by an admin under the new ownership.
- The admin can't find the option: Have them confirm they are an admin of the Page itself, not just of the Business Manager that owns it. Those are separate roles.
If nothing works
Gather the following before you reach out to support:
- The exact error text, copied word for word
- The name of the Facebook Page selected in the campaign
- Who accepted the terms, and roughly when
- The role that person holds on the Page
- Whether the Page recently moved between owners or Business Managers
