What access you need in Meta Business Manager before connecting

To connect Meta smoothly, you need admin access to a Meta Business Manager, access to the ad account inside it, and admin access to the Facebook page you'll advertise. Checking these before you start prevents nearly every permission error.

Before you begin

  • A Facebook profile you can sign in with
  • Access to Meta Business Settings for the business that owns the ad account and page
  • A business admin who can grant you access if a check fails

Personal profile roles vs. Business Manager roles

These are separate systems, and confusing them causes most failed connections.

  • A page role (admin, editor, moderator) is granted on the page itself and controls what you can do with it.
  • A Business Manager role is granted inside the business and controls which assets it shares with you.

You can be a Business Manager admin with no page access, and vice versa. You need both.

Steps

Walk through this checklist in Meta Business Settings before you connect.

  1. Confirm you have a Meta Business Manager, also called a Business Portfolio. Its name appears in the top left of Meta Business Settings. If none exists, create one first.
  2. Confirm you're an admin of that business. Open Users > People, find your name, and check your role is admin rather than employee. Employees can't approve the permissions the connection requests.
  3. Confirm your ad account access. Open Accounts > Ad Accounts and check your access level. Advertiser is the minimum needed to create and publish ads; admin is smoother, since it also covers billing and settings. Analyst is read-only and will not work.
  4. Confirm you're an admin of the Facebook page. Open Accounts > Pages, select the page, and check that your profile has full control. Editor and advertiser roles are not enough — the page won't appear in the page dropdown during connection.
  5. Confirm the page is added to this business. If it isn't listed under Accounts > Pages, add it first.
  6. Connect the Instagram account to the page in Accounts > Instagram Accounts, if you plan to run Instagram placements.
  7. Request anything missing now, and wait until the new access appears in Business Settings before connecting.

Expected result

In Meta Business Settings you can see your name as an admin under Users > People, at least advertiser access on the ad account, full control on the page, and Instagram linked if you need it. The connection flow will then list your ad account and page without errors.

Common issues

  • You're an admin of the page but not the business: The page can't be shared with the ad account. Add it under Accounts > Pages.
  • Two Business Managers exist for the same brand: Assets get split. Decide which one owns the ad account and page, and consolidate first.
  • New access doesn't show yet: Sign out of Facebook and back in, then recheck.
  • The ad account has no active payment method: Meta blocks delivery even after a clean connection. Ad spend is billed by Meta directly, so add the payment method there.
